Employer Notice

Clear guidance, compliant peace of mind

Everything you need before hiring — from eligibility and income proof to how we handle your personal data.

Part I

Eligibility and proof of income

The Immigration Department requires the applicant or the household to have a total income of HK$180,000 a year — an average of HK$15,000 a month. The threshold moves with the statutory helper wage.

A range of financial evidence is accepted — submit whichever fits your circumstances. A spouse’s income may be combined; a marriage certificate is enough.

Type of proof When it applies, and what to submit
Tax records The latest government notice of assessment — the most direct and effective proof
Salary records Six months of bank auto-payment records, together with an offer letter or salary notice
Cash-based trades Taxi drivers, contractors and similar may submit a business licence, contracts or account books as evidence of stable income (the Immigration Department retains final discretion)
Rental income A valid tenancy agreement stamped at the Land Registry
Liquid assets Proof of fixed deposits, shares or fund investments over the last 3 months (must be stable holdings, not short-term transfers)
Business documents Business registration certificate, company tax return, shareholder proof or annual return for a sole proprietorship, partnership or limited company
Applying for parents When hiring for retired parents, the employer may act as guarantor — submitting income proof, documents of kinship and a guarantee undertaking to cover all expenses

Part II

Accommodation and proof of address

Accommodation standard

A separate room is not required, but a dedicated bed in a fixed space must be provided, ensuring reasonable privacy and adequate rest.

Proof of address

A rates demand note, a utility bill, or a stamped tenancy agreement — any one is accepted.

Public housing tenants

Eligible public housing tenants may hire a foreign domestic helper, but must apply to their estate office for a temporary residence permit, bringing the notarised contract, a copy of the tenancy agreement and an application letter. Once approved, the helper counts towards the household, and the total must not exceed the flat’s approved quota.

Part III

Wages and basic arrangements

Statutory minimum wage
Currently HK$5,100 a month (the actual amount follows the latest Immigration Department announcement).
Food and accommodation
Breakfast, lunch, dinner and accommodation must be provided free of charge. Where food is not provided, a food allowance must be paid under the contract.
Clothing and equipment
Helpers often come from tropical regions — employers should provide suitable clothing for the season, particularly warm clothing in winter.
Scope of work
Work is limited to the address and household duties stated in the contract. Assigning work outside the contract, or moving the helper elsewhere, is unlawful.
